[ARCHIVED] FNSB’s Draft Hazard Mitigation Plan Available for Public Comment

The HMP is a technical document that includes recommendations to both city councils, local utilities, and the Borough Assembly for projects that will better help our communities prepare for – and respond to natural disasters. Once the plan is approved by FEMA and adopted locally, the interior region will have access to grant funds and other assistance from the state of Alaska and the Federal Emergency Management Agency (FEMA).

The preparation of the HMP has been a joint effort between the cities of Fairbanks and North Pole, and FNSB. The plan profiles six natural hazards: floods, severe weather, seismic, wildland fire, ground failure, and cryosphere. The HMP will assess community vulnerability and risks associated with these hazards and presents mitigation strategies for each threat to reduce or eliminate human losses associated with natural disasters. 

The project team – along with local utilities, fire departments, and other partners – have developed a “Mitigation Action Plan,” which identifies and evaluates potential mitigation options. 

The primary goal is to minimize the loss of life and property due to natural hazards that occur in our community and to foster community resilience in the face of these disasters.

Community engagement and feedback are critical for the success of the HMP. Public comment on the HMP is encouraged. Online comments will be accepted from January 11th, 2021 through Friday, February 12th, 2021. 

Visit  to view the DRAFT plan and submit comments via an electronic form. Hard copies of the Draft Mitigation plan and paper comment forms are located at the Fairbanks North Star Borough Clerk’s office, the City of Fairbanks Clerk Office, and the City of North Pole Clerk’s office.

A virtual HMP Open House meeting will take place on Tuesday, January 19th, 2021, at 6:00 P.M. via Zoom. 

You can register for and participate in the virtual open house by sending an email to: emergencymanagement@fnsb.gov with HMP Open House in the subject line.  

The virtual HMP Open House will also be LIVE streamed on Facebook via the FNSB Emergency Operations page: @FNSBEmergencyOperations. *As this is a public meeting, elected officials may participate or observe.
